This Administration realized back in January that the light in the tunnel was a fast approaching train. I made the difficult decision to ask for a real estate tax and water rate increase to meet oncoming obligations. However, in adopting the budget, City Council eliminated the proposed increases and in doing so created a bigger “hole” in the General Fund. Now the chickens have come home to roost. read more...

CITY OF HARRISBURG RECEIVES LEGAL CONFIRMATION OF FINANCIAL ADVISOR SELECTION PROCESS

Mayor Linda Thompson today received an important legal opinion from the City Solicitor confirming that the City of Harrisburg followed all applicable City and State laws and regulations in its selection of Scott Balice Strategies as financial advisor. Mayor Thompson requested the legal opinion from the City Solicitor in response to questions that had been raised by the City Controller and certain members of City Council regarding the process. The City Solicitor's examination of the process led to the conclusion that the procurement process not only strictly followed all applicable legal requirements for public bidding, but exceeded those requirements. read more...

MAYOR LINDA THOMPSON SUBMITS 2010 MID-YEAR FISCAL REPORT TO HARRISBURG CITY COUNCIL

Some City Council Members Must Accept Responsibility for Contributing to the “Hole”

Mayor Linda Thompson earlier this week delivered the City of Harrisburg Mid-Year Fiscal Report to City Council as required by law. The report provides a snapshot of the fiscal performance of the City’s budgeted funds as of June 30, 2010. It confirms the significant budget challenges the capital city faces as well as details the aggressive expenditure reduction strategy the administration implemented in response. Overall, the administration’s actions are expected to realize a combined $ 4, 506,615 in budgetary savings. This represents a 7% reduction of the entire General Fund 2010 budget. read more...
